Police IG Masengeli Clarifies Justice Mugambi’s Security Recall, Denies Retaliatory Motive
Inspector General of Police Gilbert Masengeli found himself at the center of a growing controversy after recalling the security detail assigned to Justice Lawrence Mugambi. On Monday, Masengeli sought to address the backlash, explaining the reasoning behind his decision, which came under heavy scrutiny from members of the Judiciary and the public.
In a formal statement, IG Masengeli revealed that the two officers responsible for Justice Mugambi’s protection were withdrawn for training purposes. He emphasized that their removal was not a punitive measure, but rather a routine reassignment aimed at enhancing their skills.
“The two officers, being general duty officers, were recalled for purposes of attending VIP security courses. We are aware that suitable arrangements were made to ensure Hon. Mugambi’s security was always assured,” explained Masengeli. This clarification came in response to allegations that the judge had been left vulnerable following the recall.
The Acting IG went on to dismiss claims that the decision was connected to recent rulings made by Justice Mugambi, specifically those perceived to be critical of the police force.
“It is in the public domain that the IG has accorded the Judiciary, just like the other arms of government, the requisite protection, both the institutions and the persons serving therein without favour or discrimination,” Masengeli asserted, rejecting any suggestion of a retaliatory motive.
Commenting on his absence from court proceedings on September 1, Masengeli clarified that his non-attendance was due to operational obligations. “It is not clear why the Court insisted on the IG attending to this matter in person, yet an equally senior officer had been availed by the Service,” he remarked. “For the avoidance of doubt, the issues arising in the matter in Court were not personal to the IG.”
Masengeli’s comments followed Chief Justice Martha Koome’s earlier criticism, where she accused the police chief of violating Article 160 of the Constitution by withdrawing Justice Mugambi’s security.
CJ Koome underscored the independence of the Judiciary, stating that the move was not only unwarranted but also illegal, particularly after the officers’ firearms were confiscated.
