Senator Files Censure Motion Against Ruto

Senator Dan Maanzo Files Censure Motion Against Ruto Over Abductions

Makueni Senator Dan Maanzo has filed a censure motion against President William Ruto, citing failures in leadership and breaches of constitutional duty.

The motion, submitted to the Senate on Tuesday, accuses the Head of State of neglecting key responsibilities, including addressing pressing national issues such as police brutality, abductions, and marginalization of Kenyans.

Maanzo specifically pointed to the President’s handling of the recent anti-government protests in Nairobi. He claimed that Ruto failed to protect the lives of citizens, despite holding the role of Chair of the National Security Council.

“Concerned that Article 25(a) (c) provides for rights and fundamental freedoms which cannot be limited; the right to freedom from torture and cruel, inhuman, or degrading treatment or punishment, right to fair trial bearing in mind the recent abductions, torture, and disappearances of Kenyans,” Maanzo stated in his motion.

The Senator argued that the government’s response to the protests violated constitutional protections, leading to the abduction and mistreatment of citizens. These events, Maanzo contended, reveal a serious disregard for human rights under Ruto’s leadership.

The motion also highlighted President Ruto’s alleged failure to ensure the timely allocation of funds to county governments, leading to widespread suffering, particularly in the health and agricultural sectors.

According to Maanzo, the President has delayed financing to devolved units, violating Schedule 4 of the Constitution, which mandates the full devolution of key services. “The delay in remitting funds to counties has caused untold suffering to Kenyans who are sick by failing to devolve Health and Agriculture fully,” Maanzo added.

In addition to financial delays, the Senator accused the President of pushing major government projects—such as the Social Health Insurance Fund (SHIF) and Affordable Housing—without adequate public participation.

He stated that this approach has marginalized many citizens and heightened tensions across the country. “The said breach of the Constitution… has marginalized sections of Kenyans and continues to heighten tension among different segments of the population,” Maanzo argued.

The motion marks a bold move by the Senator, seeking to hold President Ruto accountable for what he described as serious lapses in leadership and constitutional obligations.
