Scorecard Reveals Kenyan MPs Who Did Not Speak in Parliament in 2024

A report by Mzalendo, a Kenyan Parliamentary Monitoring Organisation (PMO), has revealed that 19 Members of Parliament (MPs) failed to contribute to any debates in the National Assembly in 2024.

Mzalendo, a non-partisan body advocating for accountable and inclusive parliaments in Kenya and Africa, released its annual Parliamentary Scorecard, ranking MPs based solely on their speech contributions in the plenary sessions.

These rankings are derived from speech counts recorded in the official Parliamentary Hansard.

Kapseret MP Oscar Sudi and George Aladwa of Makadara were among those listed as non-contributors. They, along with 17 other MPs, were flagged for not expressing their constituents’ concerns or discussing matters of national importance.

The list included 10 MPs from the United Democratic Alliance (UDA) party, four from the Orange Democratic Movement (ODM), two from Amani National Congress (ANC), and one each from Wiper, DAP-K, and Jubilee. Mzalendo clarified that these rankings do not account for activities outside Parliament but focus strictly on plenary sessions.

Mzalendo uses a combination of automated and manual processes to verify MPs’ contributions. Their system captures speech counts through a “word-scraper,” and all entries undergo manual checks to ensure accuracy. Contributions are tracked from February to December of each calendar year and published cumulatively on their website.

“The Hansard data for a session is analyzed, and speech frequencies are tallied using automated tools. To ensure validity, we manually verify the counts to confirm substantive contributions,” Mzalendo explained.

First introduced in 2014, the scorecard exclusively evaluates MPs’ parliamentary engagement. It aims to promote transparency and encourage MPs to fulfill their legislative responsibilities effectively.
