Muturi: Ruto Rejected Counsel to Allow Non-Cabinet Members into High-Level Meetings
Justin Muturi, the Cabinet Secretary for Public Service, has indicated that President William Ruto often disregards the advice provided by his advisors. Muturi pointed to his time as Attorney General, stating that many of his recommendations were not taken into account when the National Executive was making decisions.
Specifically, he mentioned the presence of individuals who were not Cabinet members in Cabinet meetings during early 2023, which he believed was against the law. Muturi recounted advising Ruto against inviting certain people to these meetings, warning that their presence could lead to legal challenges against Cabinet decisions.
“People could go to court and argue that Cabinet decisions made in the presence of those people may be unconstitutional because of the participation of people who are not members of the Cabinet,” he explained during a Citizen TV interview.
Among those who attended Cabinet meetings despite Muturi’s counsel were State House spokesperson Hussein Mohamed, Ruto’s chief economic advisor David Ndii, Communications Authority of Kenya director general (then Ezra Chiloba), and the then UDA secretary general, Cleophas Malala.
Muturi clarified that he performed his duties within his constitutional boundaries, aiming to distance himself from any potential legal errors the president might have made.
To counter claims that he failed in his role, Muturi emphasized that his main responsibility was to advise the president, leaving the implementation of that advice to the president.
“As Attorney General, you cannot give advice and then start following up to find out why they have not been followed. The AG does not implement his or her opinion. You give your opinion and your work ends there. There were very many opinions,” Muturi stated.
