Homa Bay Speaker Julius Gaya Steps Down Hours Before Impeachment Motion
Homa Bay County Assembly Speaker Julius Gaya has stepped down from his position in what appears to be a last-minute move to avoid impeachment. Gaya’s resignation, submitted just hours before the scheduled impeachment debate, was a strategic decision that allowed him to bypass a vote on his potential removal from office.
The resignation announcement was made by Deputy Speaker Okings Okomo on the Assembly floor during a Tuesday, November 12 session. Okomo confirmed receiving Gaya’s resignation letter, which had been formally addressed to the Clerk of the Assembly.
“Honorable Members, I received the resignation letter of Hon Julius Gaya as the Speaker of Homa Bay County Assembly addressed to the Clerk,” Okomo informed the Members of County Assembly (MCAs). He went on to cite Assembly protocol, saying, “I wish to remind you of the provision of Standing Order 14A (1) which provides that a speaker who intends to resign from office shall submit a letter of resignation to the clerk.”
The announcement sparked a wave of relief and apparent joy among the MCAs, who expressed their approval through the customary stomping of feet. Gaya’s departure seemed to be met with considerable satisfaction, reflecting the sentiments of members who had been prepared to debate his removal.
According to Okomo, Gaya’s resignation letter included words of gratitude to the Assembly members for the opportunity to serve as Speaker, a role he had held since September 2022. He became the third Speaker of the Homa Bay County Assembly, following his election shortly after the General Election.
Although no official reasons for the impeachment motion were disclosed, local reports suggested that Gaya’s leadership faced criticism from various quarters, prompting the impeachment bid. By choosing to resign, Gaya effectively ended the matter without a potentially divisive and lengthy debate.
The resignation leaves the Homa Bay County Assembly in search of new leadership as they navigate the challenges of transitioning to a new Speaker.
