Government Approves Sweeping Public Service Reform Bill
The government plans to make significant changes to how public services are run. This follows the Cabinet’s approval of the Public Service Human Resource Management and Development Bill, 2024, last Tuesday.
This new law will set common rules for both national and local governments. This aims to make public services more professional, open, and effective.
A key part of the bill is creating clear paths for public servants to advance in their careers. This means promotions will be based on their skills and performance.
The government will also introduce a new computer system for managing human resources. This system will improve payroll management, increase accountability, and make better use of resources in government offices.
Also, the government will provide affordable training for public servants to improve their skills, using the Public Finance Management (Training Revolving Fund) Regulations, 2024.
Public Service Cabinet Secretary Justin Muturi said the goal is to create a system where public officers are focused on results. They should be responsible and dedicated to providing good services to the public.
“Our goal is to create a people-centred, transparent, and accountable public service. These reforms will not only improve working conditions for public servants but also enhance service delivery for all Kenyans,” Muturi said.
He also said these changes will make government institutions more efficient and improve service delivery, leading to a more responsive and effective public sector.
On Tuesday, Muturi led a meeting with senior ministry officials, including Principal Secretary Amos Gatheca, to plan how to implement the reforms.
“With the Cabinet’s approval of this landmark Bill, we are now focusing on implementation. This legislation will transform human resource management in the public service by ensuring a structured career progression system, accountability in payroll management, and enhanced service delivery,” Muturi stated during the meeting.
Last week, the Cabinet also approved the Internship and Volunteer Policy and Guidelines for the Public Service. This will give Kenyans better pay and a standard process for internships in public service.
The Cabinet said this policy will help reduce youth unemployment and create a clear system for hiring and managing interns and volunteers across government agencies.
