Forgery Scandal Rocks IEBC as Senior Official Arrested
The Ethics and Anti-Corruption Commission (EACC) has arrested a senior official from the Independent Electoral and Boundaries Commission (IEBC) on allegations of forging academic certificates to secure employment and promotions within the electoral body.
Caroline Sabiri Manyange, the Manager for Boundaries Delimitation, was apprehended at her home in Nairobi West on Monday morning, marking the latest development in the ongoing crackdown on corruption in Kenya’s public sector.
According to Eric Ngumbi, the EACC spokesperson, Manyange had allegedly falsified her Master of Arts (Population Studies) degree certificate from the University of Nairobi. The certificate, purportedly awarded on May 9, 2004, was used to secure a promotion within the IEBC, which led to her accumulating a substantial amount in salary and benefits.
“Our investigations have revealed that the suspect used a forged document to gain an undue advantage, securing a promotion and consequently earning more than Ksh.37 million in fraudulent payments over the years,” Ngumbi stated.
The investigation, which spanned several months, culminated in the arrest after the Director of Public Prosecutions (DPP) gave approval to proceed with charges.
Manyange is now facing charges of forgery and uttering a false document, offenses outlined under sections 345, 349, and 353 of the Penal Code. These serious charges could lead to significant legal repercussions, should the allegations be proven in court.
Ngumbi also confirmed that the EACC intends to file civil proceedings to recover the Ksh.37 million, which they deem to have been fraudulently acquired. “We will pursue all legal avenues to ensure that the public funds are fully recovered,” he affirmed.
Caroline Manyange is set to be arraigned before the Milimani Anti-Corruption Court later today, where she will face the charges officially.
The arrest has sparked discussions about the integrity of Kenya’s public institutions, with many calling for stringent checks on academic qualifications for public officials.
