Government Launches Two-Month Performance Evaluation for MDAs
All government ministries, state corporations, and tertiary institutions are set to undergo their Annual Performance Evaluation for the 2023/24 financial year, a process beginning on Monday, December 9, 2024.
The Office of the Deputy Chief of Staff for Performance and Delivery Management will oversee the exercise, which is expected to last two months.
Performance contracting remains the government’s primary tool for assessing the execution of its projects and programs. Its main goals include enhancing efficiency, ensuring public service accountability, and improving service delivery to citizens.
“Through performance contracting, we aim to ensure top managers are answerable for outcomes and that accountability trickles down throughout the organization,” an official stated.
At the start of every financial year, government Ministries, Departments, and Agencies (MDAs) commit to specific targets outlined in their Performance Contracts. These contracts align with Kenya’s national development goals, particularly the Kenya Vision 2030 and the Bottom-Up Economic Transformation Agenda (BETA). To foster a performance-driven culture, these targets are further distributed across all levels within the organizations, down to individual employees.
The evaluation process involves a mandatory self-assessment by MDAs to gauge whether their set objectives have been met. After this, the Public Service Performance Management Unit (PSPMU) conducts an external review, which includes physically verifying quarterly and annual achievements.
This external evaluation ensures the government delivers on its commitments and maintains accountability in public service.
The announcement comes shortly after civil servants were warned of potential salary delays for November due to the transition from the outdated manual Integrated Personal Payroll Database (IPPD) to the new Human Resource Information System (HRIS).
